We have to be accustomed with the laws and the constitution of Sierra Leone … Before the Presidential election takes place in Sierra Leone, we are due for a Census and Delimitation— to establish the limits or boundaries that would allow us to demarcate constituencies. “The delimitation error arises when not every part of the sample/people has an equal chance of being selected and represented”, census and delimitation would enable the country to know how many people represent a constituency. In the past ten years we have had new births and we have had deaths. Therefore the census is not up to date…. With the Ebola virus deaths we have lost more citizens in Sierra Leone… There will be no short-cut for us to overcome our tragedy. I have never heard of any country having elections when there is war at hand. … The safety and security of our nation comes first. We will not have a census when the country is not declared EBOLA FREE. The international committee has the mandate to declare Sierra Leone an EBOLA FREE COUNTRY not the Sierra Leone Government. This is the same reason why we cannot send undertrained/ uncertain /sick people around the country to do a census on potentially sick people. Section 85 part 2. of the Sierra Leone Constitution says— “Life of Parliament. 85. (2) If there is in existence a state of public emergency in accordance with section 29 of this Constitution and the President considers it not practicable to hold elections, Parliament may, by resolution, extend the period of five years mentioned in subsection (1) from time to time but not beyond a period of six months at any one time.” The Parliament must continue to extend the state of Emergency every six months, or as long as it takes until the country is declared Ebola Free..
