We repeat, and will continue to repeat until RICL is dead and gone: According to Staff, Rock Island essentially concedes that no need for the proposed Project has actually been established. Rock Island witness Berry states that “permanent installation of facilities cannot and will not commence unless and until the need for the Project is actually established through the market test of transmission customers contracting for sufficient service on the transmission line to support and justify financings that raise sufficient capital to cover the total Project cost.” (Staff IB at 9, citing RI Ex. 10.13 at 3-4) ILA also states that Staff engineering witness Yassir Rashid and ComEd witness Steve Naumann both testified that the Project is not one that is needed for electric service reliability.
