We welcome monitoring of detention but have some questions: How independent will the team be if theyre members of the Immigration department? Why break up teams of experts independent of the department to create a team from the department? Why not just allow the UN or Amnesty International to monitor the situation? Who is this team answerable to? What standards are being monitored? Will Australian child welfare standards be applied to offshore detention? If not what standards will act as the baseline? In the case of overseas jurisdictions will they be compelled to refer cases to prosecution where they observe criminal conduct, neglect? In overseas jurisdictions what power will they have to intervene in cases of negligence or criminal conduct against children? Will their findings be reviewable via Senate Estimates? Will their findings be made public? Will there be an independent review of their findings? Will the team be made up of experts in certain fields, such as pediatricians? How often will the team report? What outcomes can come of such reports?
