Wednesday, 3rd July 2013 Members of the County Assembly have today, Wednesday, vetted and approved for appointment, Mr. Mohammednoor Adan Isacko to serve as the Secretary to the County Public Service Board. The motion to have his nomination approved was moved by Leader of Majority and Member for Moyale Township, Suleiman Khalif, and seconded by Member for Korr/Ngurunet, Daud Tomasot. While supporting the motion, Member for Sagante/Jaldessa, Adan Chukulisa said members of the Committee should be allowed to sit on the interview panels for any future positions, adding that the Governor should also be forced to bring to the House several names for the same position to help the House select the best candidates. He said with the current system, the committee is always cornered for lack of opportunity to compare different candidates for the same job. Member for North Horr, who is also the Deputy Speaker, Guyo Sora Guyo, said that Mr. Isacko was deemed fit to serve, despite not being a Certified Public Secretary as had been spelt out in the Vacancy Announcement. “There are not many Certified Public Secretaries in the country who would be attracted to this job… In fact the position had to be announced twice because there were not many qualified persons who applied for it. In the end, we unanimously agreed that Isacko is suited for the job because he has even been exempted from CPS I and he’s already studying for CPS II,” he said. Earlier, Mr. Isacko had informed the Vetting & Appointments Committee that he is on course to finish the Certified Public Secretaries course by the end of next year. He’s also writing his thesis for a Masters’ in Business Administration, having graduated out of the University of Nairobi with a Bachelors’ Degree in Commerce in 2004. The motion to approve Mr Isacko for the position was also supported by Member for Golbo, Ibrahim Ahmed, his counterpart for Hellu/Manyatta, Ano Mado and their Butiye counterpart, Guracha Galgallo Boru. However, Mr. Guracha’s assertion that appointments in the County Government should put into consideration regional balance caused a backlash, as members said his constituency has been a beneficiary of what they termed ‘regional imbalance’. Member for North Horr, Sora Guyo, sought to inform Mr. Guracha that Moyale indeed had benefited the most from all the appointments done so far by the Governor, including six (6) out of ten County Executive members. Saku has only two, while North Horr and Laisamis have one each. Member for Karare, Lechuku Arigele, caused laughter in the House when he said the ‘imbalance’ was also in the house, with both the Minority and Majority Leaders and the Majority Whip hailing from Moyale constituency. Mr Guracha then sought to calm the waters, saying he meant to say that resources available to the County Government, including job opportunities, should be provided equitably to the people of the county. Member for Jaldessa/Sagante, Adan Chukulisa, said some members of the House have bottled their emotions about the appointments until such a time that there will be an opportunity to share with the Executive. He said the informal meeting slated for Wednesday afternoon between the County Assembly and the Executive would be a good opportunity to share their concerns. The Motion to adopt the Committee’s report was put to the question and was approved unanimously by the members of County Assembly. Ends.
