Support builds for changing child and family services from apprehension first to supporting families first This morning in an editorial the Winnipeg Free Press emphasized the importance of the recommendations in our Manitoba Liberal Caucus report "to study models elsewhere that have been shown to be reducing the number of apprehensions", in particular that used in western Australia as described in the book Signs of Safety by Andrew Turnell and Steve Edwards. This model looks not just at the risks for the child remaining in a family, but also at the strengths of the family on which it is possible to build a safe environment for the child. The Free Press also echoes our report in saying "There is good evidence, in Manitoba and abroad, of models of care that keep children safe and in their homes, supporting families in turmoil before harm or tragedy strikes."
