Welcome Security & Intelligence Expert Richard G. Irwin As Director Of Security AllHumanity World Concert Mr. Irwin had a long and distinguished 28 year career in the Central Intelligence Agency (CIA), both as a Security Officer in the Office of Security, and as a Senior Special Operations Program Officer in the National Clandestine Service. His service with the CIA took him to 87 countries and afforded him the opportunity to serve abroad in El Salvador, Honduras, Spain and Italy. During his tenure with the CIA, Mr. Irwin learned three foreign languages (Spanish, Italian and French). He served under eight CIA directors, President George W. Bush at the White House, and ended his journey at a newly created domestic agency, known as the Department of Homeland Security (DHS), as part of the largest U.S. government reorganization in the past 50 years. Immediately following the September 11, 2001 terrorist attacks, at the request of the CIA’s Executive Director, Mr. Irwin was asked to serve as the CIA’s Emergency Preparedness Program Manager where he was responsible for developing and implementing Contingency Plans focusing on prevention and preparedness to decrease threats to CIA personnel, assets, activities, programs and systems. Upon completion and implementation of the aforementioned plans and procedures, Mr. Irwin deployed to Afghanistan to develop and implement security/force protection measures to decrease the threat to CIA personnel, programs and operations in country. After distinguishing himself in Afghanistan, Mr. Irwin was assigned to the White House in early 2002, at the direction of CIA Director, George Tenet, to serve as the Director of Incident Management in the newly created Office of Homeland Security. In early 2003, he was elevated to the position of Director of Incident Management for the Homeland Security Council at the White House where he served for 15 months. At the request of DHS Secretary Tom Ridge, Mr. Irwin was appointed Director of Incident Management at DHS due to his intimate knowledge of the type and effects of threats and hazards that fell within the responsibility of the new Department, as well as the national prevention, response, and recovery to those hazards and threats. In addition to providing DHS with an immediate strategic and tactical incident management capability, Mr. Irwin was also responsible for Continuity of Operations Planning (COOP) and execution; contingency and evacuation planning and execution; and support to selected Department of Defense National Program Planning requirements. At DHS, Mr. Irwin co-chaired the National Special Security Events working group which coordinated interagency planning and security measures for events of national significance to include: the 2004 Super Bowl, G-8 Summit, President Reagan funeral, the Republican and Democratic National Conventions, Major League Baseball All Star Game, United Nations General Assembly, World Series, and the Presidential Election and Inauguration. Following his retirement from the CIA in 2005, Mr. Irwin served as the Vice President of Homeland Security at the Alaskan Native Corporation, Alutiiq, and afterwards, at MELE and Associates, a Native Hawaiian company. In 2011, Mr. Irwin became the Chief Operating Officer and Senior Vice President for National Security at SNVC, a veteran-owned small business. Leveraging the experience that he gained working for these three companies, Mr. Irwin formed his own security consulting business, Cead Mile Failte Consulting LLC, as the President and Chief Executive Officer in 2013. Mr. Irwin is also a published author, and wrote KH601 “And Ye Shall Know the Truth and the Truth Shall Make You Free,” My Life in the Central Intelligence Agency, in 2010.
