Welcome to Cebu! The Provincial Capitol launched a surprise drug test. Result : 14 employees tested positive for drug use. Of the citys 72 Barangays, a surprise drug test was launched on 39 Barangays. Result : 116 tested positive for drug use and the tally could go higher when all 72 Barangays are tested. Barangays are supposed to be the smallest components of government representation to the people, and their staff are there to serve and watch over the welfare of the people in their jurisdiction. This is reflective of the whole country and the majority ot its people. What have we become then? Truly, its Meth-fun in the Philippines.
