September 11, 2014 Dear Ms. Coval, Thank you for contacting my office to express your opinion regarding H.R. 4324, the Government Settlement Transparency and Reform Act. I appreciate having the benefit of your thoughts. On March 27, 2014, Representative Matt Cartwright (D-PA) introduced H.R. 4324 to force federal agencies to disclose key details of settlements they reach with private entities that exceed $1 million. This legislation will provide further clarity for the public regarding government settlements by requiring the head of each executive agency to make publicly available, on the agency website, a list of each covered settlement agreement entered into by the agency. As it stands federal agencies are not required to explain why they deemed a settlement confidential. This bill would ensure federal agencies provide sufficient explanations and make these details available for public viewing. I stand with my colleagues in the House who strive to increase the transparency of federal agencies. H.R. 4324 has been referred to the House Committee on House Financial Services, where it awaits action. While I do not sit on this Committee, please know that I will keep your thoughts in mind should this legislation come to the House floor for a vote.
