Well for all who is curious, the meeting with the city manger went pretty good! Very sweet man by the way. They agreed to put in guard rails and major landscaping that would grow tall and high for privacy. He also told me he could do a retaining wall but it would only be 4 foot tall and I said no thats really a waste of money. Anyways we are also going to talk to Phil King about having another survey done out here for noise abatement measure which would force TX DOT to consider a sound barrier wall!
