Well thats interesting when its spelt out how it really works.. In the year 2011-12 Scotland raised in revenue about £56.9bn and has expenditure associated with it of £64.5bn (of which, only £30bn is spent by the Scottish Government. The rest is spent by Westminster on behalf of Scotland either on reserved issues within Scotland or on UK projects of National Importance such as HS2, the London Olympics, London Crossrail, the London sewage network upgrades etc [OK. Im being a little unfair using only those examples but the point is made]. This translates as a fiscal deficit of £7.6bn (of which, £4.1bn consists of repayment of debt largely rung up outside of Scotland). For every £100 that Scotland raised, it spent (or had spent on it) £113. The UK took revenue over the same period of £572.6bn and spent £693.6bn. For every £100 the UK raised, it spent £121.
