Well the judicial system in South Africa has been falling apart at the seams since the end of apartheid and, for example, the number of unlawful gun killings is out of control and top three in terms of stats in the world along with Columbia and the USA. The crime clear up rate stats are unacceptably low and conviction rates for murder are poor. My bet is their brutal prisons are disproportionately full of black South Africans and so much of the crime is economic crime when you look at causes.
