Well this is obviously a problem, in Rochdale and other places as well. To me the answer seems obvious. Being drunk and disorderly is a crime, it costs money to deal with it, drink causes it and the drinks industry is hugely in profit. It looks like a classic case of private affluence, public squalor where the cost of a policy is dumped on the community as a whole.
