Were EGUSD budget reserves too high? Elk Grove Unified School District union leaders listened intently during the budget reserve presentation. Recent report says no By Citizen staff Published: Tuesday, October 22, 2013 4:05 PM PDT The unions that represented Elk Grove Unified School District (EGUSD) employees argued that the district’s budget reserves were too high during the recession when many received pink slips. An independent review group recently claimed that was not so. They presented their findings during the school board’s Oct. 15 meeting. The district requested that School Services of California perform an independent analysis and evaluation of the district budget. Maureen Evans, the vice-president of Schools Services of California, Inc., gave a lengthy power point presentation utilizing budget information for two school fiscal years. “The district wanted to insure it performed its due diligence,” she said. “The district used best practices in developing and monitoring the budget on an annual basis. It used accurate data and relevant assumptions to adopt and update its budget. “It would seem logical that during this time of state funding cuts, a district’s reserves are found to be higher this year than before.
