What Russia needs is not more land, but more people (and more roads) on the land it already has. This map shows the population density of Europe in 1994, and many (rural) parts of Russia has lost population, because of emigration and because of greater opportunities in the large cities. Huge investments in infrastructure will be needed in the Russian countryside in the next 20-30 years. Just look at the pale areas south and east of Saint Petersburg.
