What a very interesting document One thing that does stand out to myself are the names on the For list as there are a number of them that are still on the council whom MAY have succumbed to a case of amnesia as well as what MAY seem like the selective reporting from others whom are not on the council. Minutes of an Extraordinary General Meeting of Keighley Town Council Thursday 15th July 2010 2010/161 KEIGHLEY CIVIC CENTRE Proposed by Cllr John Philip (then Chair of Finance Ctte. Now retired) Seconded by Cllr Gerald Newton (now retired) and RESOLVED That permission be granted for the officers of the Council to move ahead and purchase the former Police Station by means of applying to the Secretary of State through the Yorkshire Councils Association for permission to borrow £1.1 m on a fixed rate basis for 50 years, interest only payment method, and to complete negotiations with partners to finalise leases, franchises, profit sharing and fees in line with the Business Plan. For Cllr Shabir Ahmed Cllr Javaid Akhtar Cllr Siobhan Alderson (now retired) Cllr Lawrence Brocklesby (now retired) Cllr Judith Brooksbank Cllr Brian Hudson (died) Cllr Maureen Hudson Cllr Sadaquat Hussain (now retired) Cllr George Metcalf Cllr David Miller (now retired) Cllr Graham Mitchell Cllr Brian Morris Cllr Mohammed Nazam Cllr Gerald Newton (now retired) Cllr Joyce Newton (now retired) Cllr John Philip (now retired) Cllr Alan Rhodes (died) Cllr Kathrine Roberts Cllr Andrea Walker Cllr Sally Walker Cllr Margaret Ward Cllr Michael Westerman Cllr Ian Wilson (now retired) Cllr Tony Wright Cllr Amjad Zaman Against Cllr Ronald Beale Cllr Lionel Lockley (now retired) Cllr Geraldine Stack Plus also if memory serves me correct the right honourable Mr K Hopkins himself professed full approval at the time for the project also. There is another aspect of all of this and that is KTC has actually managed to do something the EU is still struggling with and that is to have its budget signed off and not by an internal auditor but an external one at that. So if there are any irregularities in it, the external auditor would also be liable for it, so on that basis one now has to look fully at the wider picture. And the wider picture only comes up with one conclusion that its simply a case of governance and financial advice given by those whom should of had the knowledge to offer sound advice of the governance the council could work by, MAY have been at fault, and not the fault of the councillors at the time.
