What and How You Declare and Decree Is The Question A concise study of the words declare and decree in the bible shows that there is never an indication or a thought from God that man can declare and decree their presumptuous will upon Him. We cannot declare and decree anyone’s health, wellbeing or situation. We can declare what God says in His word and by His Spirit concerning situations if we stand holy and righteous before Him. We can declare His word as spoken to the prophets and declare Jesus is Lord over all the earth. We shall ask of Him as John 15:7 says, “If ye abide in me, and my words abide in you, ye shall ask what ye will, and it shall be done unto you.” We can do anything in the name of Jesus, the works of Jesus, but nothing of ourselves. We are His but He is not ours to do as we will Him to do. God knows every situation of a person’s life and we do not. To declare or decree a thing in someone’s life is to act presumptuously and without full knowledge. Praying for healing for a sick person might not be the best things for them because God might be taking them out of the evil to come. Isaiah 57:1 states this clearly, “The righteous perisheth, and no man layeth it to heart: and merciful men are taken away, none considering that the righteous is taken away from the evil to come. “ This is exactly what God did in the days of Noah when all righteous men died before the flood. Only Noah and his family were preserved but all others righteous perished before the impeding flood. It is imperative that we understand that with our human finiteness of seeing life we know nothing and we are interfering with God’s plans. We do not have a legal right to do anything but be obedient to God and do the things His word already declared and decreed we ought to do. People are declaring and decreeing things and have yet to fulfill His commandments on every other level. Jesus did not abolish the law but fulfill it. In other words He fulfilled the penalty of the law giving us free access to the carry out the commands of God. Without having the threat of death over our heads we can labor without fear. If we sin we are free to ask His forgiveness and He is merciful to forgive us because the penalty no longer is a threat to us. The doctrine about declaring and decreeing is just another way of the serpent telling us that we shall be as gods. It is us telling God what to do or what we think He can or should do about something. We are told to ask, seek and find. Matthew 6:8 states, “Be not ye therefore like unto them: for your Father knoweth what things ye have need of, before ye ask him. “ In other words, we can ask anything but He already knows what we need. Anything can also be what we want, nonetheless, He gives us what we need. What we want might not be good for us. If we ask for bread He will not give us a stone. “Or what man is there of you, whom if his son ask bread, will he give him a stone? Or if he ask a fish, will he give him a serpent? If ye then, being evil, know how to give good gifts unto your children, how much more shall your Father which is in heaven give good things to them that ask him? ” Matthew 7:9-11 I do not believe that it is the Father’s will to give us that car on that day that He knows we will wreck it and take our own lives and maybe the lives of others. I believe He releases blessing in His divine time knowing all things and how they are connected with each other. This is the part of the picture we do not have. Matthew 7:7 states, “Ask, and it shall be given you; seek, and ye shall find; knock, and it shall be opened unto you.” We must understand this verse in context. Ask what? I believe it is His will. Seek what? I believe it is truth and you shall find it. Knock where? I believe it is the door which is Jesus the Messiah of God – The door we open to Jesus is always the right door. We don’t have to guess about door 2 or door 3 and what is behind them. Everything we need is behind door 1 – Jesus and the Father’s will for us. Remember that Jesus also asked that a certain cup be taken from Him but then He prayed, “Saying, Father, if thou be willing, remove this cup from me: nevertheless not my will, but thine, be done.” Luke 22:42 Jesus wanted His impending torture and death to pass from Him but then He said not my will but thine will be done. Despite what he wanted He wanted more to do the Father’s will. If the cup had passed from Him hope for humanity would have been lost. He also said, “Father, if thou be willing,” in other words, if you are willing to change the plan. The plan was already established from the foundations of the earth. Remember what Jesus was going to be undertaking. Matthew 18:19 states, “Again I say unto you, That if two of you shall agree on earth as touching any thing that they shall ask, it shall be done for them of my Father which is in heaven.” This is not carte-blanche for our personal whims. We must understand this verse in complete context. Matthew 18:15-20 Moreover if thy brother shall trespass against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother. But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established. And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as an heathen man and a publican. Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven. Again I say unto you, That if two of you shall agree on earth as touching any thing that they shall ask, it shall be done for them of my Father which is in heaven. For where two or three are gathered together in my name, there am I in the midst of them. So, the word here is speaking about being reconciled to each other. What two of you shall agree – as touching any thing that they shall ask, as in asking for reconciliation on any of these grounds if both parties agree to the reconciliation it will be granted. God’s peace is often bound because we refuse to reconcile. His peace is released when we choose His ways. The two or three is the parties in conflict and those chosen to intervene – witnesses or the church at large. Jesus was speaking about a specific situation. After all He came to reconcile us to the Father so certainly He wants us to be reconciled to each other. This does not have anything to do with healing, demonic possession, asking for material things or anything else. Matthew 21:22 states, “And all things, whatsoever ye shall ask in prayer, believing, ye shall receive.” This verse must also be read and understood in context. Matthew 21:17-22 states in total, “And he left them, and went out of the city into Bethany; and he lodged there. Now in the morning as he returned into the city, he hungered. And when he saw a fig tree in the way, he came to it, and found nothing thereon, but leaves only, and said unto it, Let no fruit grow on thee henceforward for ever. And presently the fig tree withered away. And when the disciples saw it, they marvelled, saying, How soon is the fig tree withered away! Jesus answered and said unto them, Verily I say unto you, If ye have faith, and doubt not, ye shall not only do this which is done to the fig tree, but also if ye shall say unto this mountain, Be thou removed, and be thou cast into the sea; it shall be done. And all things, whatsoever ye shall ask in prayer, believing, ye shall receive.” What was the condition of Jesus’ heart? Remember “Elias was a man subject to like passions as we are, and he prayed earnestly that it might not rain: and it rained not on the earth by the space of three years and six months.” James 5:17 What was the condition of Elias’ heart? What did each person ask for? Jesus asked that no fruit grow on the fig tree because it did not produce although it was the season for figs. Creation did not supply the creator. Elias spoke the will of the Father with no doubt or fear of failure. He was not presumptuous. 1 Kings 17:1 states, “And Elijah the Tishbite, who was of the inhabitants of Gilead, said unto Ahab, As the Lord God of Israel liveth, before whom I stand, there shall not be dew nor rain these years, but according to my word.” Elias had God’s ear and was speaking within the realm of the will of God. He understood the heart of Israel at the time. He declared, “As the Lord God of Israel liveth.” I believe Elijah lived a life that propelled him right into the will of God. How many people are professing things but not on God’s behalf? The bible says when we say a thing will happen in the name of God or Jesus and it does not we are using His name in vain. His word will not return void and if we say a thing that He will do and it does not happen then that word is void and His name was uttered in vain. We are not in any position to declare and decree anything to God. We are not in any position to presume that God will hear us and obey because we say in the name of Jesus. What does it mean “in the name of Jesus?” It means the same thing as not taking the name of God in vain. It means the Father and the Son are one and His name must do what it is established to do, not return void – it must accomplish – it must save and give life, it must heal and deliver and comfort. “In the name of Jesus” shall not be wielded as a catch all for whatever we so desire, selfish or otherwise. The expressions “in the name of Jesus” or “in my name” must be used reverently with fear and trembling. Just like the words declare and decree used in the bible both in the old and the new testaments, they must be understood in context. A full use of these words at supplied below for your study. What you will find is that the English language is limited and to our one word use for many Hebrew and Greek words we have missed the mark on many verses. We must stop using God’s name and His Son’s in vain. We must stop building doctrines bases on one verse interpretations. We cannot declare and decree anything to God. Certainly we can remind Him of His promises but He can only address them if we are in compliance with His requirements for holiness. Even Michael the archangel did not dispute with the devil in Jude 1:9 “Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee. “ Yet we contend with God. All Jesus could say was, “Not my will, but thine, be done.” Jesus did not dispute His Father. So where is the power of the saints? In doing His will we walk within His power and authority as we go. In the center of the Father’s will His will shall be done in us and through us. The issue of declaring and decreeing is quite clear. We can only declare who God is and we must. John 12:32 states, “And I, if I be lifted up from the earth, will draw all men unto me.” We must declare who Jesus is and carry out the decree already give to us, “Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost.” Matthew 28:19 Jesus made a decree for us to follow and rather than doing what he has decreed we rather declare and decree to the devil and sickness and any other thing that offends us what God is going to do them or it. Here we see not even Michael the archangel would dare do what we take it upon ourselves to do. Jude 1:9 Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee. Michael simply said, “the Lord rebuke you.” Even when Jesus was ministering to individuals with unclean spirits he simply rebuked them or told them to come out. There was never any drama attached to His work. Yet we who call ourselves His disciples take on doctrinal falisies that draws us away from sound doctrine. We are not in a position to dictate to God or the demons what to do. If we do not keep even the basics of His commandments I don’t think we are in a position to command anything. Yes, He has given us authority but in our obedience as we go doing His will our authority is invoked and most times we have no idea we moved mountains until we hear testimonies later on about it. Why is this so? I believe it is because it is the invoking of the Holy Spirit to move on our behalf and so he gets the credit. We frail humans have a tendency to take all the credit for ourselves. If in the end people remember you and your name rather than the name of Jesus and render unto Him the full measure of praise then what ever was done was in vain. All the honor and all the glory belong to Him and saying a thing just does not make it so no matter how zealous we are. Begin declaring who God is and exalting His name and them real impact will be made. He will begin to move mountains and change things. We are His instruments and vessels not the other way around. The greatest impact one can make in the kingdom of God is to have their eyes of discernment keenly tuned that you can clearly hear God’s will in a situation and speak it. This prevents us from speaking His name in vain when we have spoken and the desired pray does not materialize. Remember, his ways are not our ways and He sees around the bend and so at times He might be trying to remove a sick person from the evil to come and we are getting in His way and trying to appear as though we have the very power of God in our bones. Isaiah 57:1-2 The righteous perisheth, and no man layeth it to heart: and merciful men are taken away, none considering that the righteous is taken away from the evil to come. [2] He shall enter into peace: they shall rest in their beds, each one walking in his uprightness. It is the will of God that we do greater things than Jesus because Jesus said we would but what exactly are those greater works? John 14:12 says, “Verily, verily, I say unto you, He that believeth on me, the works that I do shall he do also; and greater works than these shall he do; because I go unto my Father.” The key words here are “because I go unto my Father.” Jesus is saying that the work continues and because He has to go back to the Father it is left to those that remain. Yet the bible says that so much was done by Him that all the books in the world could not contain them. I believe this means that all the works He did and those that we did are done in His name and He is and will be credited with them. Even at the end of days we shall cast our crowns before Him. All that we would earn we will give back to Him because they belong to Him anyway. All honor, glory and power belongs to the Lamb. Jesus did His work in three and a half years. Now if we come to faith by the age of say 16 and live until the age of 70 that is a total of 54 years doing the works of the Son. That’s a lot of work. Unfortunately many are called but few chosen because so few pick up their cross and endure to the end. Yes, greater works we will do if we apply ourselves and cease warming the pews. If you really want to declare and decree anything then exalt His name and do the works that Jesus left for us to do and you shall see mountains move. You can declare His name and in your obedience His decree for His kingdom shall come to pass. Did He not say that miracles will follow us? The key word is follow. Yes, as we go they miracles will blaze away in the trail we leave behind. Unfortunately for us we rather see first the miracles and then we will go so we never see and no one goes. The greatest miracle Jesus ever accomplished is when He said “thy sins are forgiven thee,” but all we remember is rise and be healed. Without the forgiveness of sin you are destine to arrive in Hell in the greatest of health. I challenge you to study the word to show yourself approved unto God so that when false doctrines arise you will be able to shun them and the kingdom work can continue. False doctrines are distractions to the harvest. Study and allow the Holy Spirit to hone your discernment so that you can work more effectively and consistently. Just remember also, Jesus said, “And he went a little farther, and fell on his face, and prayed, saying, O my Father, if it be possible, let this cup pass from me: nevertheless not as I will, but as thou wilt” Matthew 26:39. Whatever you are asking for remember the “nevertheless” of Jesus’ prayer. And remember the final outcome was that the cup did not pass from Him. Some things are fixed no matter what you pray. David prayed for his son’s life earnestly but in the end the child died as God willed. It is one thing to have an earnest desire in personal prayer but when we begin to apply such boldness to the needs and situations of others we are embarking on breaking the commandment which says, “Do not take the name of God in vain.” When iin deed we declare something to happen to someone else not knowing their hearts and walk with God we are stepping on quicksand. The unbeliever then says that our God do not hear us and laugh at us and mock Him. God has already given us enough of a sure foot to stand on. Let’s stand were our foot is sure to bring results.
