What are your opinions and advice please? My neighbours dog is tethered outside on a short plastic line several hours a night various length of times. The longest being 2 hours in a consecutive stretch. She is locked indoors for 7 hours a day as both owners work. I have heard the dog yelp on various occasions as the male member of the household boots the dog out through the patio doors. Tonight I heard him pop out to the dog and gave it a slap because she was whining too loudly which also made the dog yelp. The dog as far as I know is never fed indoors always outside. Her water bowl was empty to night and the poor dog made various attempts to reach the cold water tap on a outside wall with no luck. Because the dog owners are usually in bed by 9pm the poor dog is again incarsarated till about 6am in the morning, where it is left outside again till the owners go to work around 7.30 -8am. The dog itself is in good condition, but it breaks my heart to the way she is treated once the owners arrive home. They are a nice family,I think its just that they did not spend enough time to house train the dog properly,which is not the dogs fault, I had sent the neigbour a private message previously on a different occassion asking her to let the dog in, which she did do.
