What federalism are South Sudanese talking about? I thought South Sudan is already a federal nation with ten states and independent judicial, legal and parliamentary institutions in each state! I read South Sudan transitional Constitutions allows decentralized policies and structures for each independent state. I also read a rebel negotiator Mabior Garang wrote that the rebels are calling for confederation because he thinks the nation is already a federal state. That battle over terminologies begs the question that worths consultation: what is the difference among the three terms, federalism, confederation and decentralization, and which one does South Sudan need that the young nation does not currently have, and for what concrete reasons? I acknowledge that such political and economical terminologies do not deliver services to the citizens unless the terms are imposed by concrete implementation and independent institutions from the federal to boma levels of government. In my view, South Sudan lacks independent institutions to impose federal and decentralized structures and policies that the national Constitution already entails.
