What gets measured gets done. How are we going to ensure that the scale has been calibrated? How is this new system going prove these measurements are actually QUALITY performance? We are being forced to expect more from our new Airmen, due to cut-backs across the board. There is less supervision (mid-line, above line, on the line) due to the VSP and other Force Shaping initives. This is a fact. But there is also a progression towards an overall general reduction in benifits (money, TA, etc) without any signs of slowing down. From my personal observations.. the QUALITY... is leaving or has mostly left already. The very people that need to stay in. There is a general frustration all across the board. And that has to come from somewhere. It didnt just happen. What is the Air Force going to do for sustainability? Haveing 326,259 people who can pretend to get along really well is not going to win a war. Realistically, after a few years, the rating system is going to become inflated again. Outstanding individuals (Above Average) who are rated accordingly now, will suffer the consequences later on against those who had supervisors who will just gave 5s because it is easier. Changing a rating system while keeping the old raters does not change the system. The government is asking more, while trending towards giving less. And less. Who is going to be left? THe hardcore, and the desperate. But mostly, the floaters.
