What has Eric Cantor done for the 7th District? Many of Congressman Eric Cantor’s detractors have been posing a question; “What has Eric Cantor done for the 7th District?” While it was meant as a rhetorical question, it should be answered. Members of Congress are generally remembered for what they accomplished but not for what they tried to accomplish. What they tried to accomplish is often defeated by forces outside of their control; AKA the Democrats! No one ever hears about that and never examines where the fault should actually fall. Using Govtrack, let’s take a look at legislation Eric Cantor has introduced throughout his years in office. What we find are several pieces of legislation that were introduced by the Congressman; but never voted on by the Democrats in Congress. Here is a short list of the legislation: Repeal ACA (2012) https://govtrack.us/congress/bills/112/hr6079#overview Repeal of Obamacare Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by such Act. Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Acts enactment. Restores provisions of law amended by the Acts health care provisions. Result = Died in the Senate SB Tax Cut Act (2012) https://govtrack.us/congress/bills/112/hr9 Small Business Tax Cut Act - Amends the Internal Revenue Code to allow a qualified small business a tax deduction equal to 20% of the lesser of qualified domestic business income or taxable income. Defines: (1) qualified small business as any employer engaged in a trade or business if such employer had fewer than 500 full-time employees in either 2010 or 2011; and (2) qualified domestic business income as an amount equal to the excess (if any) of the taxpayers domestic business gross receipts (i.e., gross receipts effectively connected with a trade or business within the United States) for a taxable year over the sum of the cost of goods sold allocable to such receipts and other expenses, losses, or deductions properly allocable to such receipts. Limits the amount of such deduction to 50% of the greater of: (1) the taxpayers W-2 wages (payroll) paid to non-owners of the taxpayers business; or (2) the sum of the W-2 wages paid to individuals who are non-owner family members of direct owners (i.e., stockholders of the business), plus any W-2 wages paid to direct owners who have an ownership interest in the business of 10% or less. Directs the Secretary of the Treasury to prescribe regulations to carry out this Act, including regulations to prevent a taxpayer that reorganizes from being treated as a qualified small business if such taxpayer would not have been treated as a qualified small business prior to such reorganization. Result = Died in the Senate Repeal ACA (2011) https://govtrack.us/congress/bills/112/hr2 Repealing the Job-Killing Health Care Law Act - Repeals the Patient Protection and Affordable Care Act, effective as of its enactment. Restores provisions of law amended by the Acts health care provisions. Result = Died in the Senate Capital Gains Reduction (2007) https://govtrack.us/congress/bills/110/hr2312 Repeals the termination date in the Jobs Growth Tax Relief Reconciliation Act of 2003 for provisions reducing individual tax rates on capital gains and dividend income. Result = Died in Committee Capital Gains Reduction (2005) https://govtrack.us/congress/bills/109/hr809 Amends the Jobs and Growth Tax Relief Reconciliation Act of 2003 to make the reductions in capital gains rates permanent. Result = Died in Committee Working Families Assistance Act of 2004 (2004) https://govtrack.us/congress/bills/108/hr4372 Working Families Assistance Act of 2004 - Amends the Internal Revenue Code to permit up to $500 of unused dependent care benefits in a dependent care flexible spending plan or arrangement to be carried forward to the next year of such plan or arrangement without affecting its status as a tax-exempt employee benefit cafeteria plan. Result = Died in the Senate Taxpayer Rebate and Responsibility Act (2004) https://govtrack.us/congress/bills/108/hr3784#summary Taxpayer Rebate and Responsibility Act - Amends the Internal Revenue Code to provide for refunds or credits to individual taxpayers of a portion of their income tax for any year in which the Director of the Office of Management and Budget certifies that there is a surplus in the U.S. budget. Result = Died in Committee If this legislation that Congressman Cantor introduced had passed (if the Democrats had done their job and not obstruct the legislative process) • OBAMACARE would not be law. • Small business owners would have a tax break that would allow them to reinvest into their businesses. • Hard working people would get a tax return if there was a budget surplus. • Families would get to carry forward funds, tax exempt, in a flexible spending plan to support their family’s wellbeing. • Property owners would pay less in capital gains; which would give them more opportunity to reinvest those funds into the economy. Sounds like the free market America we all aspire to; doesn’t it? You want to blame someone? Then put the blame where it belongs. Blame Harry Reid and the rest of the democrats in the US Senate! Eric Cantor has been working for the last 12 years to improve the lives of the citizens on the 7th District and with your support and vote on June 10th; he will continue to work for us!
