It also reveals some hitherto unknown facts about the earlier pay commissions (5th and 4th) and why we are in such a jam wrt rank pay, warrant of precedence, etc. I always wondered why we had the same guys in the pay commission cells despite the fact they did not deliver earlier – and in fact messed things up. The 6CPC was a game changer as the head R Adm Alan O’ Leary stood his ground and took on the Babus with the backing of the CNS in the early stages, until they were overwhelmed by vested interests in the three services who turned the tables and brought in another person to head the team in lieu of Alan. We know how Majors landed up in PB3 whilst Lt Gens went into HAG+. The deprivation of rank pay was known to the service headquarters long before Maj Dhanapalan brought it out into the open because we all know Lt Cdr Balaji in the NAVPAY had flagged it way back in 1987-88. Service headquarters lumped it then and ignored it in the 4th/5th CPC as brought out in the article. You and I and our brothers in arms were babes in the woods who, in any case, depended on our “Mai-baap” (NHQ/AHQ/AFHQ) to look after our interests. How foolish we were!! So why blame the Babus, indeed? We are capable of shooting ourselves in the foot with great accuracy without any help. Why should Army Officers be in the Services Pay Cell anyway when they do not have the equivalent of NAVPAY or AFCAO and a dedicated pay/accounts cadre but depend solely on the CDAs, who are the mischief makers. Most of us will go to our graves (as so many before us) before this Rank Pay imbroglio is resolved. Even today. Despite all the hue and cry, there is no service representative on the 7 CPC. We were promised a separate pay commission for the defense forces by the previous PM, but the services themselves turned it down. What did I say about shooting ourselves in the foot?
