What is keeping SRK busy? Fred Kelly, the Severn Riverkeeper, met with Shawn Garvin, the head of EPA Region 3, to discuss EPAs opposition to permits for Regenerative Stormwater Conveyance Systems (RSCs), such as the one that stopped the toxic runoff from the Annapolis Mall. Fred met with Mr. Garvin in Senator Cardins office with one of his staff and a staff member from Senator Mikulskis office. Mr. Garvin offered no change in EPAs opposition to such projects despite the fact that our Annapolis Mall project, the type EPA is opposing, received the award for the best stream restoration project in the entire Chesapeake Watershed in the last 5 years. Ironically, EPA now appears to be the biggest obstacle to Bay restoration, certainly to restoring the Severn River and other Anne Arundel County Waterways. EPA just killed a project to restore Clements Creek for which the Severn Riverkeeper had raised $925,000.
