What is really my role as LGOO? Ideally is to provide technical assistance to LGUs thru capacity building activities for them to become more responsive to the mandate granted to them by decentralization. But how can I perform my function as initiator, catalyst, compliance monitor, performance adviser, policy adviser, partnership adviser, capacity development services provider, feedback provider, forecaster, convenor of NGA at the local mobilizer for CSO & NGOs, blah blah if I spend too much time gathering data/information, preparing numerous and always urgent reports that we do not even know how they will use it (sometimes, pabago bago ang instruction). No more quality time to fulfill my real mandate as LGOO, that is to help my LGU-assignment attain exemplary performance in local governance...
