What is the goal, ideally, of policing? Are we doing everything we can to reach that goal intelligently? My grandfather asked that about prisons in 1930. He gave his prisoners agency and set up teams of inmates working with corrections officers to figure out, from the bottom up, how best to achieve the goal of returning prisoners to society such that they were constructive contributors. In his view, it was also critical to have prisoners and officers working together, not in hostile opposition. His ideas were considered unconventional and were not well received by the establishment. His name was Howard B. Gill. [I have just discovered a number of audio tapes of interviews I had with him some 40 or more years ago. Fascinating.]
