What is the perfect Parliamentary System for the Philippines Hill Roberts suggested this :Those who are for the parliamentary system must begin the task of leg work, in the literal sense, by visiting schools, colleges, universities to enlighten these future leaders. They are the ones that need to be convinced since institutions dont actually teach this. Let us define the options available to us like how many chambers in Parliament - Senate and Representative or Upper and Lower house? Or eliminate the Senate and just have the House of Representative? What impact is there operating just one Chamber in Congress? Will it jeopardize the check and balance of legislation? Define the House itself inhow it function and organization? Who officially legitimize the House? (a Governor or a House of Elders) Let us control and limit it to this first.
