What part of No kill involves MANDATORY spay and neuter? Answer: NONE Mandating spay and neuter has been proven to increase death-by-shelter. In other words, where these laws have historically failed to be any part of no kill, everywhere! People who cant afford spay and neuter services to begin with will certainly not be able to afford fines and worse yet, impoundment of their animals when they are not in compliance with regressive spay and neuter mandates. When one cannot afford to bail their family member out of the pound, guess what happens to that confiscated dog or cat? Actually, there are a few scenarios, none of which end well. Why spend limited shelter dollars on enforcement when money could be spent towards low-to-no cost spay and neuter services instead?
