What rarely gets mentioned is the fact that the total war policy eventually adopted by the Union armies was a direct response to the threat posed by Confederate irregulars. No army operating in enemy territory can ignore such a menace, one which cannot be countered using conventional military means. Suppressing these guerrillas might require harsh and indiscriminate reprisals, but as Sherman famously put it "War is Hell".
