What we have today is the Ruler’s Police. What we need is People’s Police. The police must be people-friendly and uphold the Rule of Law. It must be sensitive, humane and extend legal protection to every weaker section of society, especially scheduled castes/tribes, women. To achieve this, it is necessary that the executive stranglehold over the police must go and it should have freedom to act as per the law. Police infrastructure-manpower, housing, transport, communications and forensic support must improve. The Supreme Court passed an order in 2006 to reform the police. The states have however been dragging their feet in implementing those. Some states have passed laws but these are not in keeping with the letter and spirit of the order. We feel The Model Police Act 2006 drafted by Sorabjee Committee is the most reliable, implementable and comprehensive document. We request our PM to initiate necessary steps to reform, restructure and rejuvenate the police, laying emphasis on the implementation of judicial directions. India must have People’s Police not the Ruler’s Police. It need hardly be emphasised that Police Reform is absolutely essential to deal with the biggest internal security challenges confronting the country. Police Reform is also necessary to uphold the democratic structure of the country and sustain the momentum of economic progress.
