Whats this Higher National Committee proposal? 1. Its a re-branded Abbas Emergency Committee 2 What good does it do to create another bureaucracy with the same Abbas circle of idiots in it? 3 If the Government can not handle the emergent situation, Its not the agency: 3.1 Its the leadership that are stuck on stupid. 3.2 If this proposed National Higher Committee of persons can handle the business of Governance, Why would do you need Abbas & his circle of idiots? Palestinian leaders re-inventing the wheel through fragmenting existent agencies into a medusa of agencies that self paralyze is why Palestinians have not been able to establish a National Agency of Goverance: 1 Governance is not an academic exercise of endless discussion & proposals of academic theory 2 Governance is not a adding layers upon layers of bureaucracy with the object of more theoretical discussion & proposals: 2.1 Government officials are managers of purposed agencies. 2.2 If the agency is not fulfilling its mandate: The solution is to replace the managers, i.e, the government officials, & not replace the Agency of Governance. 3 Goverance is operating in real time: 3.1 The system is never perfect; 3.2 Can never be perfect because human relations are not static 3.3 Governance is executive function of forever adapting the agency operations to the meet the emergent situations within the existent functions & powers 3.4 When the existent functions & powers are inadequate: Legislative process fulfills its role by passing legislation to create functions & powers to permit the executive to legally operate in dealing with those emergent situations. 4 HAMAS-PLO Political Compact is the legitimate transitional Agency of Governance: 4.1 Lets build on this.
