When Congress refuses to do its job, and people are hurt, the President has all the authority he needs to act on immigration. On June 27, 2013, the Senate passed a bipartisan comprehensive immigration reform bill by a 68-32 vote. The Republican Speaker of the House refused to bring the issue to a vote, even though there were enough votes that the legislation would have passed if voted on -- it just would not have had a Republican majority of support.
