When Crimea kept voting for secessionist governors and voting for independence in the early 1990s, it was placed under a governor appointed by Kiev... it was an Autonomous Republic under the Soviet and then the Ukrainian constitutions. As the sovereignty belonged to Kiev, Kiev could do what it pleased in disregard for the wishes of people in Crimea. This decision reverberates today since that Kiev-appointed leader was replaced not according to desires of Kiev and a referendum to join Russia was done. Thus, those who continue to deny the right of Crimea to join Russia will cite this... A similar thing happened in Georgia where the South Ossetian Autonomous Republic was abolished by the Gamsakhurdia regime in Tblisi... I believe the did the same thing with Abkhazia. Both places ended up fighting for and winning a separate existence under Moscows protection. Officially, as far as most of the great powers are concerned, Abkhazia and South Ossetia were abolished, thats it, thats all, the word of Tblisi is law. Thus, according to international law, the only way to avoid the danger of being extinguished as an entity is to have sovereignty. That or taking up arms to assert independence but often as an unrecognised country as these places are (South Ossetia and Abkhazia are recognised by Russia, Venezuela, Nicaragua and possibly Bolivia if Im not mistaken).
