When Fort Rock formed, steam explosions tore rocks out of the throat around the vent. These country rock are easily seen in the tuff layers. They appear to be basalt like that exposed at Picture Rock Pass. In 1964 E.R.Hampton named this the Picture Rock Basalt. It evidently forms part of the basement rocks underlying most of the Fort Rock Valley. Drillers find sweet water beneath it, for home and farm wells. Few homesteaders could penetrate 30 of basalt in their hand-dug wells, so they sipped from the upper aquifer.
