When I ask Scott to resign, I do not make a legal proposition. There is no legal proposition for Scott to resign. Additionally, there is no legal framework upon which cabinet can fire Scott. On the other hand, I believe that a political settlement is a legitimate part of governance. Zambia is not a legalcracy but a democracy and politicians should be able to talk to each other, pressure each other and make deals for the good of the country. That is the reason why they are politicians, to talk to each other. I am asking Scott to resign on the basis that he has failed to provide leadership to our country. Scott has sabotaged PF and with that has also sabotaged good order for our government. We make a huge mistake to equate what happens in a transition with what happens when there is a substantive president. Guy Scott is not the substantive leader of Zambia. During this transition, we have two bodies in charge of the executive: Acting President Scott and Cabinet. As such, Scotts role is severely restricted in that he cannot take individual decisions in governing but is compelled to consult cabinet. The question of power structure within cabinet is not my concern. But Scott cannot act as if he were the substantive president. Scott is not to Zambia what Sata was to Zambia. Sata as President was the Executive Head, Scott is a temporary head whose powers are confined to cabinet. If any minister had issues with Sata, Sata had power to sack them. Scott doesnt have such powers. But it would be difficult for Scott to govern since he has lost support of PF parley caucus, cabinet and now he has lost PF party too. He has lost both reasonable people and thugs. He has very little moral authority to rule. Scott has lost legitimacy. Opposition members of course are excited at Scott. They love him. In fact, he could as well be their member. But idea that Zambia can have peaceful elections without the PF is a very difficult proposition. And instead of putting a stop to this nonsense in PF Guy Scott has perpetuated it simply because he doesnt like Lungu. I have no confidence in Scott.
