When I was a teenager we had two nightclubs in Frankston that we could go to. Leggies and the 21st Century Dance Club. Leggies had a 3am license and the 21st had a 7am license. The 21st had a few issues and they pushed it back to 3am. The result was hundreds of people all on the streets at 3am, all fighting over cabs, girls and getting a souvlaki. I saw brawls where people busted their mates out of the back of divvy vans, it was madness. Kicking everyone out at the same time is stupid. With later closing, people leave in dribs and drabs and there are fewer issues. This was 1989...and it failed. Earlier closing is never a solution.
