When an employer says they want someone who is collaborative, its generally a codeword for saying the workplace is laid back, and doesnt want someone who thinks they know it all. When an employee says they want a workplace that is collaborative, they either mean that they dont take instruction well (and thus want to collaborate with their boss on what they want to do), or it means they dont like to be personally at risk when something goes wrong.
