When neighbors cared: I remember the T.P.A.D.S neighborhood watch cars that would drive through are streets in the evening and night to patrol. They were being proactive, and they really cared about the neighborhood. Bill Silvers from Indiana Avenue used to ride around a lot in his 1975 Chevy Caprice. The cars had CB radios. And they all had those identifying white magnetic signs stuck to their doors, that they purchased at D&S Amoco.
