When school districts need to make major improvements to aging buildings they can turn to the state to help shoulder some of the financial burden. The program is called PlanCon, and it reimburses districts over time for portions of the cost of doing major renovations. However, in recent years school districts promised millions in reimbursements have received nothing. Districts are forced to raise taxes, and cut jobs because money that was promised to them has never arrived. This week I joined more than a dozen superintendents and school business officials calling for change to the PlanCon system.
