When the AFSPA was first introduced and debated in Parliament on September 11, 1958, only four members spoke up in opposition. None of these four members were from the northeast. The Speaker and Deputy Speaker were in a hurry; the Dy. Speaker keep saying that the next item need to be taken up at 4 pm. Home Minister who introduce the bill, tried to explain away the bill as a very simple measure to protect the army when it has to deal with the hostile Nagas. Most other members seem disinterested; no one spoke in support, but they seem to just want to pass the bill and get on with it. The four dissenting members raised profound and valid reasoning about the unconstitutionality of the bill. When it became clear that the bill is going to pass anyway, one of them, Jaipal Singh, insisted on having his name recorded as opposing the bill.
