When the temperature in the Arctic increases much faster than at the equator, the jetstreams that regulate the weather all over the globe tend to slow down, resulting in weather events that tend to stay on the same place for much longer than they used to. If its rain, you get a flood, if its sun, you get a drought. Life will be much more unstable in this planet and governments have most of their budgets spent on war and creating worthless jobs to keep the economy going.
