When there were sporadic violent protests, many connotations came to the public discourse where different reasons were advanced,depending on ones perspective. Now the violence has subsided. I never accepted the notion of the so-called third force in the phenomenon. Again, if then the source of violence was envy, impatience and competition in receiving services and development then l maintain that tools of government in delivering the services have shown gaps. The gaps are not political but administrative in nature. Tools of government might be exhibiting gaps in efficiency,effectiveness,equity,manageability or respondin slowly. If that is not the case then on local level the same tools lack coerciveness, directness,automaticity. If all of the above are well, then there is a dire need for Participatory Development. What l realized is that PD at local level is undermined. The Social Movement Approach to service delivery or at least an improved form of Institutionalised Participatory Approach is needed. As PD is not a once-off event but a process, MSP(Multi-Stakeholder Processes) are needed in all developmental projects as a matter of urgency and practice. We cannot throw aspertions around and fold arms without trying alternatives or are we waiting for another spate of violence and start allegations again?
