When we were trying to sustain sensible and intelligent debate in the 1990s of the Uganda problematique and to ensure that as many Ugandans as possible at all levels of society could engage in lively debates like used to be the case in schools, the people who persistently claimed to have gone to the bushes of Luwero to liberate us also persisted in claiming that if you want true peace you must prepare for war! Do you believe war brings peace or vanquish and domination of the conquered? Do you believe there is true peace in Uganda? Tell me: how exactly are we trying to avoid the 1994 Rwanda type situation? By overarming ourselves? Isnt that what happens wherever such situations rear their dirty heads? How can we ensure true peace without flexing muscles? We need to be giving serious answers to these questions!
