When you are talking to everyone, you dont use technical jargons to parade that you know something they dont. Bottomline is communication not release of information that dont make sense. But when you are speaking before an august body of scholars and thinkers on a topic you are all familiar with, you dont dumb them down, explaining in simplistic terms complex concepts they pretty much understand as it is.
