Campaign Finance Constitutional Amendment - Cloture - Vote Rejected (54-42, 4 Not Voting) The Senate failed to invoke cloture on a joint resolution proposing a constitutional amendment that would allow federal and state lawmakers to set limits on money raised and spent by candidates and others to influence elections. The amendment would give Congress and the states the power to distinguish between people and corporations or other artificial entities created by law and to block such entities from spending money on elections.
