When your House/Senate representative whines about the sequester, share this with them: Members from both the House and Senate, both parties, ran right out and started campaigning for their reelection. Almost every one of them started blaming each other on the BCA-2011. Both parties are equally responsible, only the Speaker of the House and Senate Majority Leader can present a bill to the House and Senate. Both must agree on the same bill, word for word, before it is presented to the President for approval or veto. Speaker Boehner has spent the last 18 months bragging about his intentional dereliction of duty and violation of the Constitution. As soon as Congress presented the President the Budget Control Act of 2011 (the law that created the sequester), Speaker Boehner should have started working on the 2013 budget. The Speaker instead chose to stand in front of the press complaining about a bill in which 218 House and Senate Republicans voted for. He further claimed that “kicking the can down the road” was irresponsible, yet he did exactly that. Boehner flat out refused to start working on the 2013 budget as required by the Constitution. The current situation regarding the “sequester” could have been avoided by Congress, had Boehner instructed the House of Representatives to start on the 2013 budget. Boehner’s deliberate refusal to draft and present a budget to the President and the Senate for deliberation or approval has put our economy in further jeopardy. The Constitution (Aticle1, Sections 7 & 8 and Amendment 14) clearly states that the House of Representatives have the sole responsibility of funding the federal government and that the Senate may present its own budget OR concur with the budget written by the House; the Constitution does not require the President and Senate draft separate budgets.
