Where is the concept note going into this National Economic Forum conference? How are participants supposed to prepare for this? What research material has been distributed by the national economic management team ahead of the deliberations, and what material has been commissioned from participants in advance? What structural overview has been provided of the economy that participants are supposed to critique? What positions have been solicited from Academia, the research and activist communities in advance, and where is the governments response? Where are the reports from previous consultation exercises held by the Finance Ministry ahead of budget planning and presentation, and where are the studies that demonstrate how these consultative exercises affect policy and yield more optimal results overall? The official opposition and political dissidents would be completely within their rights if they insist on these documents and other relevant material being distributed in advance, and if they insist on these documents being made public, before showing up. There are best practices on how to run national dialogues and consultations. In this country, we like buga buga/do-for-the-cameras too much. Time to start insisting on some basic minimum of rigour. We like that too much.
