Where there is no opportunity for external appraisal and criticism, either because of a lack of suitable mechanisms or an absence of information, the possession of authority can result in a self-fulfilling cynicism. This cynicism both causes and, in turn, is magnified by misconduct. Institutions become corrupt or inefficient because of the attitudes of those who work within them, and the corruption and inefficiency are factors which cause such attitudes to persist. Innovations will be sterile and impotent if attitudes do not change. If the community is complacent, future leaders will revert to former practices. From Fitzgerald Inquiry (en.wikipedia.org/wiki/Fitzgerald_Inquiry) That is exactly it. It is simply useless to give laws to people and just magically expect them to obey. Especially when the laws are given to people who prefer to ignore laws to begin with! Way to go, Fitzgerald!
