While a Carbon neutral city sounds nice, if its based off unrealistic assumptions, its probably more for show and marketing than anything else. Going after wind-mills, is exactly the wrong way to go about carbon neutrality. Wind is the second most expensive form of energy out there, after solar*. Add to that, the fact that in order to get the math to work out right, they have to depend on dirty coal to maintain electricity during times of intermittency, only adds to the screwed up, contorted logic that greens use to justify these kinds of boondoggles.
