While the Fair has been continuously labeled a financial disaster, 80% of the site was created to provide the infrastructure for a new tourism economy in the city. If the residual impact were to be factored into the equation, the Fair did more for the city than almost any other urban project in the 20th century. The convention center, Riverwalk, the warehouse district and the opening of a significant portion of the riverfront provided New Orleans the conventions that would buttress the pre-Katrina tourism economy. Below, the walkway over the railway that connected Centennial Plaza to the International Pavilion. The International Pavilion was easily converted into a shopping arcade, now Riverwalk.
