While the supposed leaders of the nation make a huge deal about the conditional cash transfer program which is being heavily funded by taxpayers, reaching about P80 billion in this year’s budget, Pope Francis said that it is not true compassion if those who give do not identify with the poor. Those in government even believe that they are doing the poor a favor by giving them the monthly doles which were meant not to bring them out of poverty but as a temporary balm for their misery and to keep them from complaining that the government is doing nothing for them. Truly, what the administration of Noynoy has been doing does not offer relief for the poor. The poverty incidence, for instance, had not lessened since the introduction of the massive cash doles since the start of Noynoy’s term. Nearly 28 percent of the population remained poor from the start of the term of Noynoy until now. If the spike in the country’s population is considered since Noynoy took over the reins of government, the actual number of the poor would have consequently risen. Majority of the Filipinos have been asking the same question asked by the street children to Pope Francis: why do they have to suffer a life of poverty in a country that has resources which seem to have been a bounty from God.
