While we are watching the Watchers.... Once upon a time, it was about promoting the safe and orderly flow of traffic. To most Highway Patrols, it still is. Most local PDs are only in it for the money. My nearest town has the same fine for illegal parking, license plate light out, passing a school bus, failure to yield to an emergency vehicle, speeding, etc. In other words, there is no gradient of offenses at all- just a flat fine of $100 plus court costs, no matter how severe the infraction. Makes for easy bookkeeping. Also you can tell when they have made the maximum fine quota (See above: each ticket = $100) allowed by the state from state and federal highways, because they quit running RADAR on the highway and move into town.
